I've had several Sunday School classes that have done this during the class party. It's been done in different ways, but my favorite was a big class that did separate guys and girls deals. The girls' gifts were always cute and elicited "Aw's" and the guys' gifts were ... not as serious.
I am not a big fan of Dirty Santa myself. My in-laws do a version of it at their big Chrsitmas get-together every year, and somehow it always devolves into bickering a bit about the rules. (i.e. There is one REALLY good gift that everyone wants. Once it's been "stolen" a few times, everyone starts debating how many times it's been stolen, how many times the rules allow it to be stolen, etc.) It's actually kinda depressing . . . . I'd much rather do Secret Santa or just buy everyone a gift, for heaven's sake!
This is the first year my family isn't drawing names AND doing what we call White Elephant. White Elephant for us is Dirty Santa without the "dirty" and we do split it between guys and girls gifts, but we all draw from the same set of numbers (12). I guess we play nice without much bickering even though there has been much trading to go along. Well received ideas; gift cards to Lowe's, Home Depot, or book stores for the guys and candle, lotions, or soaps for the girls. But, that is mainly based on my family's likes.
The Dirty Santa they do is for a BIG family reunion-type get together that they have every year. Because there are so many people there, they don't have everyone exchange gifts. So the Dirty Santa is it. Eeek!
For my husband's immediate family, we draw names, which works well. For my immediate family, the parents and kids exchange gifts, and we all buy presents for the kids/grandkids, but the siblings don't really exchange gifts with one another anymore.

Is this in addition to giving everyone gifts or in place of it? Maybe your family needs to draw names.
If your spending about $25 dollars... I love these gifts: gift certificates, wine, movie theater tickets, etc.
